Next step is to give him a tracking bracelet, so you can feed your homeless pet from anywhere, with virtual food collected from farmville.

Second, homeless are nomads. A homeless location will never be precise enough to use as a statistic map.

Third. How would you prevent a hundred people from tagging the same homeless person, which would cause a serious statistic invalidation?

You´ll be never tagging homeless. You´ll only gather statistics about in which part of the city have the most smartphone users.
